Monica began her DHS career in 2001 as a Social Service Worker in Employment Services, later transferring to Child Protective Services. She steadily advanced through the Social Worker I-V series, gaining extensive experience in Family Services, Court Intake and Emergency Response. In March 2013, Monica promoted to Social Service Supervisor II, overseeing units in Family Services, including the specialized Wraparound Unit and Court Intake. She continued her professional growth in March 2020, promoting to Program Specialist, where she provided oversight in both family services and at the Jamison Children’s Center.  Since October 2022, Monica has served as the Human Services Program Director leading the Family Services Division.  

Monica has also worked special projects including the implementation of Katie A, which is a collaborative effort between Kern Behavioral Health & Recover Services (KBHRS) and DHS to ensure all children in foster care receive appropriate mental health services. In addition, she created and launched “Movie Night,” an innovative way to assist staff with meeting increased visitation requirements for children and families. She has served as the Department’s liaison to numerous community partners, including the Bakersfield Police Department, Foster Family Agencies, Short-Term Residential Therapeutic Programs (STRTPs) and KBHRS.

Monica holds a Bachelor’s Degree in Liberal Studies and a Master’s Degree in Social Work.

Outside of work, Monica is the proud mom to her 17 year old son Brody, and stepmother to Jessica and Cody. She and her husband, Lawrence, recently welcomed their first granddaughter, Amara Mae, in April and are excited to be expecting another granddaughter in October.
