July is recognized as Purple Ribbon Month in Kern County in honor of Kaitlyn’s Law, which was passed in 2001 following the tragic death of six month old Kaitlyn Marie Russell, who was left in a hot vehicle by a caregiver in 2000. The law makes it a citable offense to leave a child under six years old unattended in a motor vehicle without supervision from someone at least 12 years of age.
Purple Ribbon Month serves as a reminder of the dangers of leaving children unattended in or around vehicles and honors all children who have lost their lives to preventable vehicle related incidents. The campaign raises awareness about the risk of heatstroke and other preventable tragedies, which continue to claim young lives each year.
Residents are encouraged to practice simple safety measures, including always checking the vehicle before locking it, never leaving children unattended in or around a car, and placing an important item near the child as a reminder. By promoting awareness and safe habits, Kern County aims to help protect children and prevent future tragedies.

- Always check the back seat before locking the vehicle.
- Leave a personal item (phone, purse, badge) in the back seat as a reminder.
- Keep cars locked and keys out of children's reach.
- Have a plan with caregivers to confirm child drop-offs.
- If you see a child left alone in a car:
- Check the child for signs of distress, such as heavy sweating, illness, or not responding.
- Call 911 right away and wait for emergency responders to arrive.
- If the child appears to be in immediate danger, safely remove them from the vehicle.
